Subject to approval by Parliament, the Government has announced new national guidelines for England from Thursday 5 November to Wednesday 2 December. This will require people to stay at home except for specific circumstances, prevent gatherings with people outside your household except for specific purposes, and involve closing certain businesses and venues. A new rain and surface water drainage tunnel is being installed in Chester city centre. The work will regrettably result in some disruption to traffic, but will enable the transformation of the city centre for the benefit of residents and visitors for decades to come.

This is a major infrastructure project that will take approximately one year to complete and will have a substantial impact on traffic using the inner ring road. During the main construction period, from 16 November 2020 for approximately 12 months, St. Martin’s Way and Nicholas Street will be closed to southbound traffic from the Fountains Roundabout.

The most efficient and practical solution will be to make the inner ring road primarily two-lane clockwise one-way route for all traffic. There will be a one-way only route northbound up Nicholas Street and St. Martin’s Way, and west from The Bars past the Amphitheatre, along Vicar’s Lane, Little St. John Street and Pepper Street. However, St. Oswald’s Way will remain in two-way operation as normal.

We recommend that through traffic uses the A55 to bypass the city centre to/from North Wales and Wrexham, or via M56 and Queensferry to/from the Wirral and Neston direction.

Two new COVID-19 local testing sites will open in west Cheshire this week, allowing residents with COVID-19 symptoms to book a test. The sites in Winsford and Northwich will be open from 8am to 8pm, seven-days-a-week. They are walk-through sites and no parking is available at either location. The Winsford site, Queensway Testing Centre, is located on Queensway and has begun offering tests. It can only be accessed by the pathway that leads to the rear of Wyvern House. The Northwich site, The Old Depot Testing Centre, opens on 10 October and is located on Leicester Street on an area of unused land that was a former Cheshire County Council depot. Book a test.

From Monday 28 September, people are required to self-isolate by law if they test positive for COVID-19 or are contacted by the NHS Test and Trace service. The Government has introduced a support scheme for people in work on low incomes to help them self-isolate, which will be available until 31 January 2021. Residents may be able to claim a £500 lump sum payment if they can’t work from home and are required to self-isolate. This payment aims to help make up for any lost income people may face due to having to stay at home. Full details about eligibility for this scheme.

Wash hands as often as you can, cover your face when out and about, and keep two metres away from others.

Here are some key messages from CWaC.  

In the seven days up to 26 September, there were 214 confirmed COVID-19 cases in west Cheshire. This compares to 136 cases in the previous week from 13 to 19 September. Positive COVID-19 cases increased rapidly in September and continue to rise weekly, leading to Cheshire West and Chester being added to the Government’s watchlist as an area of concern.

Cheshire West and Chester Council has proposed additional restrictions on household mixing to tackle an increase in COVID-19 infections and protect public health. Full details about the proposal.

From Thursday 24 September, the Government has made it a legal requirement for venues used by the public to put up the official COVID-19 QR poster on their premises. Play your part by displaying the COVID-19 QR poster at your venue to help make check-in quick and simple for your customers and visitors, staff and you. Access a guide to COVID-19 QR posters.

If you have COVID-19 symptoms of a high fever, new and continuous cough or loss in or change of taste or smell, get tested by calling 119 or visiting nhs.uk/coronavirus.

It’s important we all keep to the rule of six, wash our hands regularly, wear a face covering in places where social distancing may be difficult, and social distance by two metres in public.

The leaders of Cheshire West and Chester Council and Cheshire East Council are sending a joint message to everyone across the county: if we act now, we have time to avoid a new peak in infections and a local lockdown.

In the seven days up to Saturday 12 September, there were 106 confirmed COVID-19 cases in west Cheshire and 100 confirmed cases in east Cheshire, a four-fold increase on recent case numbers.

With the number of infections even higher in Merseyside, Warrington and Halton and these areas facing the prospect of greater lockdown restrictions from Tuesday 22 September, the council leaders feel the next seven days offer a crucial opportunity to curb the number of infections.

The councils are also putting enhanced prevention measures in place and will act through local powers if necessary to protect the public.

All residents are asked to:

wear a face covering in places where social distancing may be difficult

social distance by two metres in public.

There is the following advice for workplaces.

All staff providing table service in hospitality venues are advised to wear face coverings.

All hospitality venues should take customer contact details and refuse to serve customers who fail to give details.

All venues must enforce strict social distancing, including queues outside premises and drinkers/smokers outside premises.

All venues must strictly enforce the rule of six.

All retail staff should wear a face covering unless they are always behind a screen.

Retail outlets are advised to report generally poor customer compliance with face coverings to Cheshire Police or the local authority.

Retail outlets are advised to enforce strict social distancing.

Latest advice about schools for parents and pupils

With schools reopening, there will be some anxieties and concerns among parents and other people looking after young children. It’s important everyone follows the latest guidance, including only getting a test if you have one of the three symptoms of COVID-19.
